'Lil Bama' Celebrates 8th Birthday Despite Brain Cancer | WHNT ...

HUNTSVILLE, Ala. (WHNT) -? This is a very special week for a boy in Athens who WHNT NEWS 19 has been following for months.

Today, Friday, December 28th is Ryan Kitchens? eighth birthday.

What makes this birthday so special is that Ryan wasn?t expected to live to see it.

Instead, Ryan has been extra busy over the last few weeks, buying and delivering toys for less fortunate children, making new friends, goofing off and just being a typical kid.

?How are you feeling?? WHNT NEWS 19?s Beth Jett asked Ryan when he visited the station.? ?Good,? he answered.

It?s remarkable, since his doctors didn?t think he?d live to see Christmas.

Ryan is in a fierce battle with two tumors on his brain.

He beat them months ago, but they came back and have grown in size, causing him excrutiating headaches.

?Oh, it?s been a hard hard year,? said Jasmine Davis, Ryan?s mother.? ?After thinking your child?s been cured and less than 10 to 12 weeks later, to have your child again have it worse than they had it the first time and then he?s on Hospice.? That was a huge wake-up call because that only means one thing.?

But Ryan fought back with faith, fun, and determination to live, supported by the power of prayer from thousands of people following his story.

?There?s gotta be a reason why he?s still here,? said Jasmine.

Ryan?s doctors warned her that her youngest child and only son would only grow weaker quickly and likely wouldn?t be around for his next birthday.

They were wrong.

December 28th brings another milestone: he?s now eight years old.

?He?s just.. feeling amazing and acting like his old self again,? said Jasmine.? ?Running, I can barely keep up with him.?

Ryan is better known as ?Lil Bama,? around Alabama and beyond.? He stays energized by his love for University of Alabama Crimson Tide football.

Earlier this year, expecting he didn?t have much time left, Ryan insisted on making his final arrangements, picking out a crimson casket.

But the casket will have to wait, because he?s having too much fun living.

Ryan?s next medical appointment is at the end of January.

You may have noticed his crimson shirt with white letters on it, spelling out ?RYAN?.

His mother teamed up with a company to sell them, putting the proceeds towards a foundation that will help other families deal with cancer.

Stock Buybacks: Separating Fact From Fiction ... - Yahoo! Finance

You hear it on financial television or read it in the paper all the time: Company XYZ issues a huge stock buyback program. Conventional wisdom says buybacks are sign that the company itself thinks its stock is cheap. In theory, this would be the ultimate "inside information." The reality is quite different.

In this edition of Investing 101, Greg Milano, co-founder & CEO of Fortuna Advisors, a company specializing in shareholder value consulting, walks us through some of the basics on stock buybacks and sheds light on whether or not they're a reliable signal to buy shares alongside the company itself.

What's a Buyback?

Simply enough, Milano says a buyback is just the "act of a company taking some of its cash or some money it might borrow, and buying some of its own shares."

Significantly, an actual buyback versus one that's just announced, are different things. Often times a company will set a buyback policy of bidding for a stock under the current prices. It's a way for the board of directors to start buying its own shares when the stock price dips.

Why Would a Public Company Buy Its Own Shares?

It's not as silly a question as it may seem. Being public means selling a portion of the company to raise cash; usually for the purposes of cashing out insiders and investing in corporate opportunities. Selling shares to the public then buying them back sounds dangerously close to trading your own shares.

Milano says there are two basic reasons for buybacks. First, the company may not have anything better to do with its cash and they view this as having a better potential return than an investment in its own shares. In other words, the board of directors simply thinks a stock is too cheap.

The second reason is to increase earnings per share. Fewer shares mean EPS reports look more impressive than they really are.

Do Buybacks Lead to Higher Stock Prices?

Milano says yes in the short term. After that, not so much.

"Over time the companies that buy back more stock tend to produce worse shareholder returns,"he says. Earnings per share may have the appearance of growth, but Wall Street sees through the illusion.

"If you're growing EPS in a way that's really just financial engineering, the market doesn't think much of that," Milano states. Investors want real growth, not a shuffling of assets.

Add it up and buybacks are a lot of sizzle without much steak. They may give a short term pop to a stock, but once the excitement fades the shares tend to give back the gains, even with the company buying alongside regular investors.

Obama has long work list to tackle when he returns

WASHINGTON (AP) ? It's hardly a secret that Barack Obama, like every president no doubt, muses about his ultimate legacy and spot in the presidential pantheon. He approaches his second term confronting tough and shifting challenges that will play big roles in shaping the rest of his presidency and his eventual place in history.

In the coming months, Obama will have to decide where to be ambitious, where to be cautious, and where to buy time.

He draws political strength from his surprisingly easy re-election in a bad economy. It's partly offset, however, by Republicans' continued control of the House, plus their filibuster powers in the Senate.

Some of the big issues awaiting the president's decisions are familiar, long-simmering problems. They include immigration and the need for a tenable balance between taxes, spending and borrowing.

Another issue, gun control, jumped to the national agenda's top tier this month following the massacre of first-graders and teachers in a Connecticut school. And the issue of climate change remains unresolved.

Veteran politicians and presidential historians say it's almost impossible for Obama to "go big" on all these issues. Indeed, it might prove difficult to go big on even one. While some counsel caution, others urge the president to be as bold and ambitious as possible.

"Americans are yearning for leadership," said Gil Troy, a presidential scholar at McGill University.

As a president dealing with policy, he said, Obama has generally failed to give "that visionary, powerful address that we came to know and love and expect in the 2008 campaign."

Rather than let Congress take the lead on big issues, as it did in drafting the 2009 health care overhaul, Obama should be more forceful in pushing new legislation or using his executive powers to bypass Congress where possible, Troy said.

"The gun control issue is a major opportunity for Obama to make his mark on history -- and solve a problem that has frustrated Democrats for decades," he added.

Other presidential historians, however, think Obama is severely constrained by political realities. They say he will have to carefully pick and choose which goals to emphasize in his second four years.

"I see Obama as almost uniquely handcuffed by circumstances," said John Baick of Western New England University. The number of big, unresolved problems facing the nation, coupled with a deeply divided public and Congress, he said, leave Obama with fewer viable options than most presidents have enjoyed.

At best, Baick said, the U.S. government "is a gigantic cruise liner, and the most he can do is keep us from hitting icebergs."

For instance, Baick said, "if he goes big on gun control, then it's 1994 all over again."

Then-President Bill Clinton pushed an assault weapons ban through the Democratic-led Congress that year, prompting fierce pushback from gun-rights groups. Clinton later would credit the NRA with shifting the House majority to the GOP for the first time in 40 years. However, other factors ? including a House bank scandal ? played big roles, too.

Paul Rego, a political scientist at Messiah College in Grantham, Penn., largely agrees with Baick.

"While President Obama does not face the same cataclysmic events that Abraham Lincoln faced, or that FDR encountered in the form of the Great Depression and World War II, his challenges are many and significant," Rego said in an email.

He said Obama "faces a hurdle that neither Lincoln nor Roosevelt had to overcome during the tumultuous years of their respective presidencies: divided government." Today's Democrats and Republicans differ so sharply about government's proper role, Rego said. He said that Obama's job "is actually harder than that of his most illustrious predecessors."

Politicians of all stripes say Obama's first priority is to resolve the deep partisan divide over tax-and-spending issues, exemplified by repeated impasses over two years that led to this week's showdown on the "fiscal cliff."

An even higher-risk conflict may arise in a few months. Congress again must either raise the federal debt ceiling or see the government default on its loans.

Beyond that, lawmakers and interest groups are watching for signs of how hard Obama might push to restrict firearms and expand illegal immigrants' rights.

Obama said last Wednesday that gun control will be a central issue in his second term. "I will use all the powers of this office to help advance efforts aimed at preventing more tragedies like this," he said of the Sandy Hook Elementary School mass killings.

The president named an interagency task force to recommend anti-violence legislation within weeks. The strategy gives him room to distance himself somewhat from its recommendations if he wants, even though he named Vice President Joe Biden to chair the panel.

Americans' affinity for firearms runs deep, and many political activists think Obama could have more sweeping success with immigration changes.

He won a big majority of Hispanics' votes in both his elections. The trend alarms Republican strategists, who fear their party won't win another presidential election until it repairs its bad relations with Latinos.

With Democrats and Republicans increasingly aware of Hispanics' growing political clout, "this might be an historic opportunity," Troy said.

Chris Dolan, a political scientist at Lebanon Valley College in Pennsylvania, agrees. He said he expects Obama to be "incredibly ambitious on comprehensive immigration reform."

The effort, Dolan said, could "build a lasting Democratic support group. You can't do that with gun control."

Still, opposition to granting citizenship to illegal immigrants runs deep in many circles, especially the Republican Party's base. Bids for "comprehensive immigration reform" have gone nowhere in Congress in recent years.

Several advocacy groups want Obama to make the most of his executive powers to enact measures that don't require congressional action.

The Migration Policy Institute earlier this year made several suggestions regarding immigrants. They included "establishing uniform enforcement priorities," defining "what constitutes effective border control," and "allowing applicants for immigrant visas to file in the United States."

Now that Obama has won re-election, however, the advocacy group wants him instead to push a broader agenda through Congress.

"With the issue teed up for possible action," said Doris Meissner, a former commissioner at the U.S. Immigration and Naturalization Service, antagonizing congressional Republicans with executive actions "would not be politically smart."

The political climate for sweeping immigration changes "is significantly better," Meissner said, "but that does not mean it will happen."

Even with a full plate of challenges and a hostile party controlling the House, she said, "I think Obama absolutely has to go big on immigration."

The White House has declined to detail the president's plans for a second-term agenda. Once the deficit-spending problems known as the "fiscal cliff" are addressed, said White House spokeswoman Jamie Smith, "President Obama looks forward to working on a number of issues that are critical to our future, from immigration to energy, to education and national security direction."

3 Afghans dead in new blast at U.S. base in Afghan east

KHOST, Afghanistan (Reuters) - A suicide bomber killed three people in an attack on a U.S. base in Afghanistan on Wednesday, the same base that is believed to be used by the CIA and which a suicide bomber attacked three years ago killing seven CIA employees.

The Afghan Taliban claimed responsibility for the attack in the eastern town of Khost, saying they had sent a suicide bomber driving a van packed with explosives to the base.

"The target was those who serve Americans at that base," said Taliban spokesman Zabihullah Mujahid.

Afghanistan's NATO-led force said the bomber did not get into the base nor breach its perimeter. Police said the three dead were Afghans who were outside the base, which is beside a military airport.

The al Qaeda-linked Haqqani network, widely regarded as the most dangerous U.S. foe in Afghanistan, is active in Khost province, which is on the Pakistani border.

After more than a decade of war, Taliban insurgents are still able to strike strategic military targets, and launch high-profile attacks in the capital, Kabul, and elsewhere.

Three years ago, an al Qaeda-linked Jordanian double-agent killed seven CIA employees and a Jordanian intelligence officer in a suicide bombing at the same base in Khost, known as Forward Operating Base Chapman.

It was the second deadliest attack in CIA history.

Afghan police official General Abdul Qasim Baqizoy, the Khost police chief, said no CIA agents were hurt on Wednesday.

Afghan authorities are scrambling to improve security across the country before the U.S. combat mission ends in 2014.

Besides pressure from the Taliban, U.S.-led NATO forces also face a rising number of so-called insider attacks, in which Afghan forces turn their weapons on Western troops they are supposed to be working with.

On Monday, an Afghan policewoman killed a U.S. police adviser at the Kabul police headquarters, raising troubling questions about the direction of the war.

It appeared to be the first time that a woman member of Afghanistan's security forces carried out such an attack.

On Tuesday, Afghan officials said the woman has an Iranian passport and moved to Afghanistan 10 years ago. There was no suggestion that Iran was involved in the attack on the American.

Officials suspect she may have been recruited by al Qaeda or the Taliban, and had intended to also kill Afghan police officials.

PFT: Chiefs set dubious record in loss to Colts

Jets quarterback Tim Tebow has acknowledged that he was upset when he learned last week that he had been bypassed on the depth chart by Greg McElroy. Now Tebow says his goal now is to become a good quarterback ? somewhere ? in 2013.

Tebow told ESPN?s Adam Schefter he is ?more determined than ever to dedicate my entire off-season to becoming the best quarterback I can be next season.?

Regarding the ESPNNewYork.com report that Tebow told Jets coach Rex Ryan he didn?t want to play in the Wildcat after he was informed that McElroy would start in place of the benched Mark Sanchez, Tebow admitted that he was upset, and he expressed his displeasure to Ryan. Schefter?s report does not specify, however, whether Tebow flat-out refused to play in the Wildcat when he found out on Tuesday that McElroy was starting, or whether Tebow merely said he was unhappy that he wasn?t getting the opportunity to start.

Whatever transpired between Tebow and Ryan, Tebow did tell Schefter that on Friday he told Ryan that he was willing to do whatever it took to help the team win. By that time, the Jets had been planning to use receiver Jeremy Kerley in the Wildcat role, and that?s what they did in Sunday?s game against the Chargers.

The fact that Tebow even had to express to Ryan that he was willing to do anything to help the team win is telling. If a player is conducting himself the right way, it should go without saying that he is willing to do whatever he has to do to help his team win. If the Jets? coaches needed to be reassured that Tebow was willing to do whatever he had to do to help the team win, that strongly suggests that Tebow isn?t quite the humble, hard-working player that he tries to portray himself as. The job of a football player is to play football the way his coaches tell him to play. It doesn?t matter if Tebow thinks he deserves to start ahead of McElroy. The Jets? coaches decided that McElroy was the starter for Sunday?s game, and Tebow?s job was to support the team in whatever role the coaches told him to play.

If Tebow ever expressed anything other than a firm commitment to doing whatever the coaches asked him to do, then he?s no better than Santonio Holmes, who was widely ripped last year for being a destructive force in the Jets? locker room. Holmes was pilloried all offseason for the way he acted at the end of the Jets? season in 2011. If Tebow is acting the same way at the end of the Jets? season in 2012, he deserves the same scorn.

As for Tebow?s ambitions of being a starter next year, well, good luck with that. There is exactly one NFL team that might be willing to give Tebow a shot, and that team ? Jacksonville ? would be willing to give him a shot for business reasons, not for football reasons. Tebow is desired in Jacksonville because he?s viewed as a good guy, not a good football player. And the news of the last 24 hours suggests that he?s actually not that good a guy.

You cannot tell with a single coin flip whether the coin is fair (50% probability of heads) or not. You cannot predict any particular flip of the coin. But if you flip a coin 1000 times and it comes up heads 659 times, you can say with a high degree of confidence that the coin is not fair. You still cannot predict any particular flip, but we can predict that we would see about 66 heads if we flipped the coin 100 times. If tomorrow we flip the coin 1000 times and it comes up head 831 times you have a high degree of confidence that the distribution of heads and tails changed since yesterday.

Weather is like a single coin flip. You cannot tell in advance easily whether it will rain or not or exactly what temperature it will be. But we can make statements about the average temperature in January or the average number of rainy days in April. If we see those values change over time, as we have all over the Earth, you can say that the climate is changing. With enough measurements over a long enough period of time, you can see the climate change at only one weather station. If we also see the same thing happen at thousands of other weather stations over decades, and we observe the ice sheets melting and the humidity increasing, then that's clear evidence of the climate changing.

That's the difference between weather and climate. Weather determines what you wear on a particular day. Climate determines what clothes you have in your closet.

Pope pardons ex-butler who stole, leaked documents

VATICAN CITY (AP) ? Pope Benedict XVI granted his former butler a Christmas pardon Saturday, forgiving him in person during a jailhouse meeting for stealing and leaking private papers in one of the gravest Vatican security breaches in recent times.

After the 15-minute meeting, Paolo Gabriele was freed and returned to his Vatican City apartment where he lives with his wife and three children. The Vatican said he couldn't continue living or working in the Vatican, but said it would find him housing and a job elsewhere soon.

"This is a paternal gesture toward someone with whom the pope for many years shared daily life," according to a statement from the Vatican secretariat of state.

The pardon closes a painful and embarrassing chapter for the Vatican, capping a sensational, Hollywood-like scandal that exposed power struggles, intrigue and allegations of corruption and homosexual liaisons in the highest levels of the Catholic Church.

Gabriele, 46, was arrested May 23 after Vatican police found what they called an "enormous" stash of papal documents in his Vatican City apartment. He was convicted of aggravated theft by a Vatican tribunal on Oct. 6 and has been serving his 18-month sentence in the Vatican police barracks.

He told Vatican investigators he gave the documents to Italian journalist Gianluigi Nuzzi because he thought the 85-year-old pope wasn't being informed of the "evil and corruption" in the Vatican and thought that exposing it publicly would put the church back on the right track.

The publication of the leaked documents, first on Italian television then in Nuzzi's book "His Holiness: Pope Benedict XVI's Secret Papers" convulsed the Vatican all year, a devastating betrayal of the pope from within his papal family that exposed the unseemly side of the Catholic Church's governance.

The papal pardon had been widely expected before Christmas, and the jailhouse meeting Benedict used to personally deliver it recalled the image of Pope John Paul II visiting Ali Agca, the Turkish gunman who shot him in 1981, while he served his sentence in an Italian prison.

The Vatican spokesman, the Rev. Federico Lombardi, said the meeting was "intense" and "personal" and said that during it Benedict "communicated to him in person that he had accepted his request for pardon, commuting his sentence."

None of the documents threatened the papacy. Most were of interest only to Italians, as they concerned relations between Italy and the Vatican and a few local scandals and personalities. Their main aim appeared to be to discredit Benedict's trusted No. 2, the secretary of state, Cardinal Tarcisio Bertone.

Vatican officials have said the theft shattered the confidentiality that typically governs correspondence with the pope. Cardinals, bishops and everyday laymen write to him about spiritual and practical matters assuming that their words will be treated with the discretion for which the Holy See is known.

As a result, it prompted a remarkable reaction, with the pope naming a commission of three cardinals to investigate alongside Vatican prosecutors. Italian news reports have said new security measures and personnel checks have been put in place to prevent a repeat offense.

Gabriele insisted he acted alone, with no accomplices, but it remains an open question whether any other heads will roll. Technically the criminal investigation remains open, and few in the Vatican believe Gabriele could have construed such a plot without at least the endorsement if not the outright help of others.

A Vatican computer expert, Claudio Sciarpelletti, was convicted Nov. 10 of aiding and abetting Gabriele by changing his testimony to Vatican investigators about the origins of an envelope with Gabriele's name on it that was found in his desk. His two-month sentence was suspended.

Benedict met this past week with the cardinals who investigated the origins of the leaks, but it wasn't known if they provided him with any further updates or were merely meeting ahead of the expected pardon for Gabriele.

As supreme executive, legislator and judge in Vatican City, the pope had the power to pardon Gabriele even before he went to trial. The only question was when it would come.

He added, ?I urge the new Congress to hold votes on these measures next year in a timely manner."

But he also embraced a broader approach, stressing that ?there?s no law or set of laws that can prevent every senseless act of violence in our society."

?We?re going to need to work on making access to mental health care at least as easy as access to a gun,? he said.??We?re going to need to look more closely at a culture that all too often glorifies guns and violence.?And any actions we must take must begin inside the home and inside our hearts.?

U.S. military praises Colombia's 'commitment to security'

The commander of U.S. Southern Command said on Tuesday that he is willing to strengthen cooperation with Colombia.

According to local media, the commander of U.S. Southern Command, General John F. Kelly, reiterated his country's willingness to strengthen cooperation between the two countries to combat drug trafficking.

Earlier this year, Kelly said "in the Southcom area of responsibility, there are any number of threats to our [U.S.] security, not the least of which are illicit trafficking, particularly in drugs and their precursors, and the spreading, growing sophistication of transnational organized crime syndicates."

"A cooperative, partnered approach [with Colombia] not only helps ensure U.S. national security interests, it also helps contribute to U.S. economic security by promoting capable partners willing and able to help the United States confront security challenges in the hemisphere,? said the General.

?The real problem, in my estimation, and if you ask almost anyone in South America or Central America they?ll tell you the same thing. The real problem is in the United States. It?s the demand problem,? Kelly said, one that costs the United States nearly $200 billion a year.

Kelly met with Colombian Minister of Defense Juan Carlos Pinzon in Bogota and reportedly said that "Colombia has proven an important partner, committed to security in the Western Hemisphere and the international community."

The U.S. has supplied Colombia with extensive military aid during the last two decades of armed conflict, despite calls from human rights organizations to withhold aid due to human rights concerns.

(AP) ? Jennifer Lopez says she doesn't look forward to getting gifts at Christmas ? she looks forward to giving them.

"I love going and shopping for Christmas presents for everybody and making gifts for people and seeing their faces light up and surprising them; that's where I get my joy," the entertainer said last week.

It's also why Lopez launched her "J. Lo's Christmas Gift" drive, asking fans to donate to her three favorite charities (the Boys & Girls Club, the Children's Hospital of Los Angeles and the American Red Cross). In exchange, she'll give someone two tickets to the last show of her "Dance Again" world tour in Puerto Rico on Saturday; she'll also pay airfare and hotel costs.

"It's just that kind of doing something nice for somebody, and they do something nice back and kind of paying it forward," she said in a phone interview Friday from Australia, where she was performing

She's promoting the contest, which ends Monday, on Twitter with the hashtag JLOSCHRISTMASGIFT. She got the idea to use social media to encourage her fans to give back since becoming more involved in platforms like Twitter and Facebook and seeing how much response she's received when she's had contests.

"I thought, 'What if every person I tweeted and asked for a follow donated a dollar?' I have 13? million followers (on Twitter)," she said. "We can collect a lot of money for these charities that I work with that are literally close to my heart."

Part of the reason Lopez chose the Red Cross is because of its relief work in the aftermath of Hurricane Sandy, which devastated parts of New York City, where Lopez is from. She hasn't been back to New York since the October storm but her ex-husband, Marc Anthony, was affected.

"My babies (4-year-old twins Max and Emme) had to go there and visit their dad shortly after, and it was like, kind of a scary proposition to send them because I didn't know what it was going to be like," she said. "He was saying how his house had a tree fall in his front yard, and he couldn't stay there and there was no electricity. Just knowing how so many people were affected by it and when you really hear the stats of it ... there's not enough you can do."

Lopez will be heading home for the holidays; Lopez said she feels blessed to have been able to stage her first world tour, particularly spending much of it with her family: "It's just been an amazing year."

Lopez said the tour was a "life-changing experience," but acknowledged it could also be grueling at times, with the constant travel. For that reason, she said she identified with Jenni Rivera, the Latin music superstar who was killed Dec. 8 in a plane crash. Rivera was traveling after a concert in Monterrey, Mexico.

"I didn't know her personally but I knew of her. For me, just being on tour right now, you live the same type of life. You know what I mean? It's traveling, it's doing shows," Lopez said. "She considered herself a businesswoman as well, besides an artist, and she had kids and I'm sure she was rushing home to get home to her kids at that time so she took the flight at 3 in the morning. So you go like, wow, it's just like a wake-up call for everybody. It's tragic. She was so young, so young, and she had five kids. It just wasn't her time, it feels like."

State lab keeps the chance in casino games of chance | TribLIVE

Michael Cruz can walk out of his office and hit a slot machine jackpot any time he wants.

The only catch is that he can?t collect the cash.

As director of Pennsylvania?s Gaming Laboratory Operations, which tests slots and all other equipment used in gambling areas of the state?s casinos, Cruz can have his staff program the lab?s slot machines to hit a specific payout. That allows them to verify a machine pays out the number of credits it?s supposed to, without the tester having to wait for a lucky spin as a casino patron would.

?We?ll force the jackpot,? says Cruz, standing in the Harrisburg lab, which holds more than 100 slot machines plus various gaming tables and other casino gear.

In a casino, slot reels spin according to the whims of a random-number generator, software whose sole function is to spit out groups of numbers.

Each number corresponds to a specific symbol on a reel of the display. The number combination generated at the instant a player hits the spin button determines what symbols will be displayed.

In the lab, ?we cut the RNG out,? Cruz says. Using software and codes provided by the manufacturer, a tester with access to the machine?s ?brain? enters the numbers corresponding to a jackpot.

?We restart the game and let it evaluate that combination,? he says. Indicating a Game of Life machine, he explains that if five Game of Life symbols pay a jackpot, the tester verifies that five symbols show up ? one on each reel ?? and that the game pays the promised jackpot value. Cruz says that in almost 10 years as a gaming regulator in New Jersey and Pennsylvania, he?s encountered only one case of a machine failing a lab-payout test.

Pennsylvania, which has more than 26,000 slots and is among the top three states in gambling revenue, is one of the few jurisdictions with its own lab. Other than Nevada, New Jersey and Michigan, most states hire a private lab to test their machines. Slot manufacturers pay for Pennsylvania?s testing.

?We are here to ensure that when a patron sits down at a game, they have a fair shake, that it?s a fair game between them and the computer,? Cruz says. ?If they lose or they win, it was by luck and not by any other reasons.?

The gaming lab has three main responsibilities:

? Verifying the math: Pennsylvania requires slots to have a theoretical payout rate of 85 percent to 99.999 percent. Statisticians review the probability of each possible combination and the proposed payment to make sure the long-term payout rate falls within that range. Manufacturers provide that information in top-secret PAR sheets, short for Probability Accounting Reports. In Pennsylvania and elsewhere, those are considered proprietary information, but a handful have become public. For samples, go to vegasclick.com. From July 2011 through June 2012, the lab rejected 3,350 of the 14,215 pay tables it examined.

? Engineering: This verifies not only that the machine pays as promised, but also that it communicates with the state?s central computer system, which constantly monitors the coin-in and coin-out of each machine in the state.

? On-site review: Staffers examine complaints of machine malfunctions and monitor installations or changes on the floor.

Casinos can choose from as many as 20 payback percentages on a single slot machine, Cruz says. They might switch from one rate to another, as long as it meets the state minimum and they notify the lab of the planned change. Such notifications are not considered public record.

The payback percentage can be tweaked in a couple of ways. One, obviously enough, is raising or lowering the payouts, generally for a few common combinations. Another is to keep payouts the same but change the number of symbols on the reel or the probability of hitting them.

Players have no way of knowing the payout rate at a traditional slot machine, as opposed to a video poker machine.

State law specifies that no slot-payoff combination can have odds of more than 50 million to one, Cruz says. Odds that high would likely be for the big payout on a progressive jackpot.

No matter how long the odds, each spin has an equal chance of hitting a jackpot.

?What we do here is to preserve that aspect,? Cruz says. ?Random chance (is) the reason why your outcome came the way it did. There?s no other ulterior motive behind your winning streak, your losing streak or whatever.?

Straus sees 'very troubling concerns' at cancer agency | Trail Blazers ...

Speaker Joe Straus says he?s distressed over the latest disclosures about possible irregularities and favoritism at Texas? cancer-fighting agency, though he?s confident several investigations now under way will be thorough.

Straus, R-San Antonio, said Wednesday that he and other lawmakers hope public confidence can be restored in the 10-year, $3 billion program to fight cancer that state voters approved in 2007.

?I?m sure we?ll get to the bottom of the issues there but yes, of course, there?s some very troubling concerns at that agency and a lot of things have changed there as a result of some reporting and some facts that none of us knew were out there,? he said after speaking to a group of Austin business leaders.

Straus noted that criminal and civil probes have been launched ? and House budget writers will hold a hearing next week ? to look into problems at the Cancer Prevention and Research Institute of Texas.

On Tuesday, the resignation of its executive director, Bill Gimson, became public. Since October, the institute?s chief scientific officer and chief commercialization officer also have resigned. Dozens of scientists who reviewed funding proposals also quit, with some expressing anxiety the agency?s grant-awarding process had become politicized. Last month, The Dallas Morning News reported that companies run by Dallas businessman David Shanahan got $12.8 million in grants after Shanahan and his associates gave $90,000 to the campaigns of Gov. Rick Perry and Lt. Gov. David Dewhurst. On Nov. 29, the institute disclosed it didn?t do required reviews before doling out $11 million to Peloton, a company on the campus of the UT Southwestern Medical Center in Dallas. Some emails related to the Peloton decisions are missing.

?The people of Texas voted overwhelmingly to support this important initiative that?s to try to cure cancer,? Straus said. ?The public and the Legislature certainly want the program to be as strong as it can be and get past these troubling facts that have come out.?

Straus also was asked about last week?s New York Times story about the huge magnitude of Texas? economic development deal-closing sweeteners, especially abatements that businesses get from having to pay local school property taxes. It followed years of reporting by The Dallas Morning News about two state funds Perry controls, the Enterprise Fund and the Emerging Technology Fund, and about fund recipients? political giving to Perry?s campaigns.

Do lawmakers need to look at the incentives and improve transparency?

?Yeah, we do,? Straus replied. ?There?s no doubt that we do. We always need to be looking at what we?re doing, to see if we can do things better.?

He noted that last session, the Legislature created a 12-member Select Committee on Economic Development, which includes some leading business owners and CEOs, to ?develop objective criteria? for judging whether Texas? financial incentives for new and existing companies are ?appropriately sized and directed and administratively efficient.? The group met Wednesday. It?s rushing to meet a Jan. 1 deadline for producing a report.

Asked if Texas is overly generous in forking over corporate subsidies, Straus responded, ?Texas, which has added 277,000 jobs in the last year, has a lot to be proud of. Earlier this week, Straus drew a new opponent as he seeks a third term as speaker next month ? Rep. David Simpson, R-Longview. Asked if he was surprised Simpson jumped in, displacing previous Straus opponent Bryan Hughes, the speaker said Simpson had appeared happy during last month?s new member orientation session and recent social gatherings.

?I?m never surprised at the Texas House,? Straus said.

He said that he has support from ?a healthy majority? of House members of both parties. The session begins Jan. 8 ? as Straus noted, ?27 days from now.?

Information:

November 23, 2012: Pickles is a typical English Bulldog. She likes people, food and a soft bed. She actually likes her walks and can power through about four blocks at a pretty quick clip, she is easy to walk. English bulldogs can be particular about their doggie friends, and Pickles is no exception. You would have to introduce her to another dog in the home carefully, her previous owner stated that she had a preference for smaller dog companions. She loves dog treats, using veggies or lower calorie treats would be a good option for her...she sits each time she is asked and gives her paw for a "hi-five" in order to get a treat. It's cute!

She has just arrived at BDRA, and is currently on meds for her ears, skin, and, of course, eye medications. She can see, but her vision is cloudy and she has the most difficulty seeing in low light...though she is pretty quick to map out the area. We will be taking her to the vet for a more detailed understanding of her eye condition.

Pickles is housebroken, eats well, goes on her walks, loves a good dog bed...and of course, she snores!

Wasabi had a poor start in life. He was rescued from a hoarder in West Virginia and was one of 60 dogs living in a two story "house". The windows were blackened so no one could see and and also no sunlight could come in, either. It is guessed that these dogs never saw the light of sun until they were rescued. Wasabi is positive for ehrlichiosis, and is currently on antibiotic treatment for it. He also has a middle ear infection which is throwing his balance off a bit, but that does stop him.
Wasabi is a sweet, kind, and gentle soul. He loves to have his ears scratched, and chin rubbed. He will come up to you and want to be in your lap. Wasabi is 38 pounds of pure joy!
